MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 9 FEBRUARY 2016 AT 7.30PM

015/16. Apologies- RESOLVED to approve the apologies for absence submitted on behalf of Councillors J Price, A McCandless and R Parkinson (DCC) and PCSO K Pykett
016/16. Variation of Order of Business – none.
017/16. Declaration of Members Interests – Councillor Fletcher declared an interest in Minute 023/16 ii) as she is a Member of Draycott Sounds. Councillor Fletcher remained in the meeting but took no part in the discussions or voting.
018/16. Dispensations – none.
019/16. Public Speaking – PCSO Pykett – had provided written information on 3 crimes since the last meeting.
Derbyshire County Council – Cllr Parkinson had provided a written report.
Erewash Borough Council – Cllr Clare reported on Borough matters.
Councillor Rogerson reported on his attendance at the Scout Executive meeting.
Councillor Alexander reported on the speed checks he had attended with Cllr Rogerson
Councillor Orchard reported on his, Cllr Clare’s and the Clerk’s attendance at a meeting of the Borough/Parish Forum.
020/16.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 12 January and 9 February 2016.
021/16 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – No items were deemed confidential.
022/16 Chairman’s Announcements. – the progress of the Tesco grant application and delivery of newsletters was discussed.
023/16. Report of the Parish Clerk –
i) Draycott Parish Council – Action Plan 2016 – RESOLVED to approve the draft Action Plan for 2016.
ii) Draycott Sounds – request to perform at the Band Concert on the 26 June 2016 – RESOLVED to approve the request.
iii) DCC – Proposed Road Traffic Regulation Order – Market St, Draycott – Limited Waiting Restrictions – RESOLVED to note the decision by DCC and make no further representations.
iv) Christmas Illuminations Working Group – RESOLVED to note the report from the Working Group.
v) Open Meeting – projects to mark the Centenary of the 1st World War – RESOLVED to note the report from the Councillor Alexander.
vi) Draycott Cemetery – ashes plots – RESOLVED to approve the RECOMMENDATIONS from the Chairman of the Parish Council and the Chairman of the Cemetery Committee and that no further action be taken unless advised by the Ministry of Justice.
vii) 1st Draycott and Wilne Scout Group – RESOLVED to approve the request to erect a storage container at the side of the Community Centre subject to the Scout group providing either confirmation from EBC that Planning permission will not be required or if it is required – evidence of Planning approval from EBC, and confirmation that the plans have been explained to the residents next door. The Parish Council also noted that the group are investigating any possible implications the unit may have on the drainage system. The plans for increased lighting were noted.
viii) Draycott United Football Club – RESOLVED to note that the club have ‘folded’ with immediate effect.
ix) Borough and Parish Councils’ Forum – 25/1/16 – RESOLVED i)to consider potential projects for submission to the EBC Rural Communities Fund at the next meeting. ii) that any information received from the DCC Emergency Planning Officer be considered by the Planning and Environment Committee.
