MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 8 NOVEMBER 2011 AT 7.30PM

142/11 APOLOGIES – RESOLVED to approve the apologies for absence submitted on behalf of Cllr D Orchard and PC M Suiter

 

143/11 DECLARATION OF MEMBERS INTERESTS – Cllr L Blackburn declared an interest in Minute 152/11a) – as he is a Trustee of the 1st Draycott and Wilne Scout Group. He remained in the meeting but took no part in the discussions or voting on the item.   

144/11 PUBLIC SPEAKING –

Members of the public – Mr Stone attended to report on his DCC Excellence in the Community Award. The Parish Council had nominated Mr Stone for this award and he was congratulated on a most worthy achievement.

Reports from outside bodies

Police – PCSO Pykett reported that there had been 10 crimes since the last meeting. She also reported on the speed check on the 2 November and the Chairman thanked the police for the pro-active way in which they had dealt with the problems of speeding on Derby Road. The problems with parking on Mapleton Road and Gertrude Road on football match days was also discussed and PCSO Pykett confirmed that the police would monitor the situation and pass on Mr Stone’s mobile phone number (Draycott Utd FC) to residents.

Cllr Parkinson reported on DCC matters.

Cllr V Clare reported on EBC matters. She confirmed that new village signs were to be installed by EBC in 2012/13.

Cllr J Clare reported on his, Cllr Selwood & the Clerks attendance at the Borough/Parish Forum.

Cllr Rogerson reported on his attendance at a Scout Executive meeting.

Councillor V Clare reported on her attendance at a Police panel meeting.

Cllr Wheatley reported on his and the Clerks attendance at a Planning Roadshow event.

Cllr Tudbury reported that he, together with the Clerk, had visited Alice Taylor to present her with a bouquet on her 100th birthday.

Councillor L Blackburn (see Minute 152/11a) – in his capacity as a Trustee apologised on behalf of the Scouts for the delay in completing the lease and explained that the Trustees are to obtain legal representation in the near future.

145/11 MINUTES  - RESOLVED to confirm as a correct record the Minutes of the Meeting held on the 11 October 2011.

146/11 REPORT OF THE PARISH CLERK (report circulated)

a) EBC- Concurrent Functions funding – RESOLVED to note that EBC had confirmed that the Parish Council could fund concurrent functions expenditure from s137 or the Power of well-being.

b) Queens Diamond Jubilee Celebrations – RESOLVED to note that a meeting of the Parish Council to discuss applications and proposals made at the last Parish Council meeting will be held in the Parish Rooms on the 15 November at 10am.

a) Remembrance Sunday Service – Sunday 13 November 2011 – RESOLVED to note the arrangements for the Remembrance Sunday Service.

a) Draycott Community Centre (Scouts) – lease –  RESOLVED to note that the solicitor could not proceed with the lease due to problems with establishing the Trustees of the Scout group.

a) Play area – fire –  RESOLVED to note that 2 cradle swings were damaged by fire on the 20 October 2011 and have had to be replaced at a cost of £198.
