127/11 DECLARATION OF MEMBERS INTERESTS – Cllr B Rogerson declared an interest in Minute 131/11a) – Erewash Community Transport as he is a volunteer driver. He remained in the meeting but took no part in the discussions or voting on the item.

Reports from outside bodies
Police – PC Suiter reported that there had been 6 crimes since the last meeting. He also reported that there had been a few instances of hedges and straw bales being set alight.
He informed the meeting that the next community speed check would be on Derby Road on the 2 November 2011 at 6.30am.
Cllr Parkinson reported on DCC matters. He also informed the meeting that DCC had decided to take no action in respect of the problems on Sawley/Victoria Road (see Minute 99/11e)
Cllrs Orchard and V Clare reported on EBC matters.
Cllr J Clare reported on his attendance at a meeting with EBC to discuss Concurrent Functions (see Minute 103/11b).
Cllr Rogerson reported on his attendance at the Erewash Community Transport AGM.
It was also noted that 9 Councillors and the Clerk had attended an EBC Planning Training evening.

130/11 REPORT OF THE PARISH CLERK (report circulated)
a) Speeding Issues on Derby Road, Draycott – the response from CREST and the Safer Neighbourhood Team was considered. RESOLVED that no further action was necessary.
b) EBC- Concurrent Functions funding – the correspondence from EBC and the report from the Chairman of Finance and Clerk on the meeting with Mr Sandars of EBC was considered. RESOLVED that, subject to Erewash Borough Council confirming that it is lawful to do so, the Parish Council agree in principle that any decrease in grant from EBC for concurrent functions in 2012/13 would be met from precept. A thorough review of the CF budget for future years will be carried out once the implications of the EBC study are known.
c) Christmas Lights 2011 – RESOLVED that Councillors Tudbury and Alexander will choose the tree and be responsible for the ‘switch-on.
d) Queens Diamond Jubilee Celebrations – RESOLVED i) that the Clerk provides costings on commemorative items for the pupils at Draycott Community School and a concert at St Chad’s Water. ii) Councillor Alexander investigates the costs of a ‘permanent memorial’. iii) that the information to be considered at a meeting of the Parish Council on Tuesday 15 November 2011 at 10am in the Parish Rooms together with any applications received from community groups.
