DRAYCOTT PARISH COUNCIL

MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 13 FEBRUARY 2018 AT 7.30PM

 

Present; Chairman – V Clare

Derbyshire County Council – Councillor R Parkinson

Members of the Public – Cllr C Powers (Sandiacre Parish Council), S Brown and A Bowley (Draycott in Bloom).

 

PART 1 – NON-CONFIDENTIAL ITEMS

14/18. Apologies- Councillors B Timberley and A McCandless

 

15/18. Variation of Order of Business – agreed that Planning Application ERE/0218/0004 be considered due to the timescale imposed by Erewash Borough Council.

 

16/18. Declaration of Members Interests – Councillor Clare declared an interest in Minute 22/18v) as she is a Trustee of the Derby and Sandiacre Canal Trust. She relinquished the Chair to the vice-Chairman and took no part in the discussions or voting on this item.

 

17/18. Dispensations – Dispensations had been requested and granted to all Councillors in respect of the Draycott Millennium Trust business.

 

18/18. Public Speaking –

S Brown requested on behalf of Draycott in Bloom that the Parish Council carry out maintenance works to the Draycott Millennium Green ahead of the Britain in Bloom judging in July 2018. She was asked to provide a list of work requested so that a quote could be obtained for consideration at the next meeting.

Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 8 crimes and 3 ASB’s.

Derbyshire County Council – Cllr Parkinson had provided a written report. He also informed the meeting that Cllr Hickton (DCC) would be meeting Offciers from DCC in the near future to discuss the suggestions made by Draycott PC for improvements to Sawley Road.

Erewash Borough Council – Cllr Clare reported on EBC events.

Councillor Scott reported on his attendance on the DALC Councillors training course and a meeting he had with an officer from Network Rail concerning the fence at the Cemetery.

 

19/18. Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 9 and 16 January 2018 and the 13 February 2018.

 

20/18 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – RESOLVED that in view of the confidential nature of item 9a) of the agenda (Minute 27/18 ) the press and public be excluded from the meeting in order to discuss  the item. (Public Bodies(Admission to meetings) Act 1960 s1).

 

21/18 Chairman’s Announcements. – Councillor Clare reported that the work to St Chad’s Water LNR paths had been completed. She congratulated the contractors Horizon Landscapes Ltd on an excellent job.

 

22/18. Report of the Parish Clerk –

i)Remembrance Sunday Working Group – RESOLVE to approve the RECOMMENDATIONS of the Working Group; a) Road closure order – an order be applied for from EBC to cover the same area and alternative routes as 2017 for 10.00am to 11.40am.b) A service be held at the War Memorial between 10.45am-11.15am c) Paid Marshals and signage – as for 2017 (additional marshals and putting up signage to be arranged from within the village).d) First Aid – Cllr T Scott to provide first aid cover.e) The next meeting of the Working Group to be held on Wednesday 25 April at 7pm in the Parish Rooms – Clergy, community groups and residents to be invited.

ii) Peak and Northern Footpath Society – Definitive Map Modification Orders –RESOLVED to agree to the request to support applications for DMMO’s to protect unrecorded rights of way.                                                                                                         

iii) Draycott Millennium Green – request from resident to carry out improvements –  RESOLVED a) that should funding become available the PC would consider applying for grants to tarmac the footpath around the Millennium Green and Playing Fields b) the PC would not be pursuing the request for lighting on the Playing Fields and Millennium Green (main area) c)they would not be replacing the 2 litter bins on the ‘teenage area’ of the Millennium Green.

iv) St Chad’s Water LNR – Litter picking – RESOLVED that the St Chad’s Fishing Club continue to litter pick receiving a payment of £80 per month. Agreement to be reviewed on the 31 March 2021.

v) Derby & Sandiacre Canal Trust – request to use the pavilion – RESOLVED to approve the request.

vi) Request that the Parish Council ask for enforcement action (item raised by Cllr Gelsthorpe)  – RESOLVED a) that the Parish Council write to Environment Agency passing on residents concerns. b) to note that the EBC are investigating any breach of the planning conditions issued in respect of application ERE/0210/0046.

24/18 Planning – RESOLVED to approve the RECOMMENDATIONS from the Planning Committee meeting on the 13 February 2018.

Applications – ERE/0118/0014 – 33 Derwent Street, Draycott – erection of a conservatory at the rear of the property. ERE/0118/0031 – The Green, Victoria Road, Draycott – erection of village sign, ERE/0218/0004 – Holly Cottage, Walk Close, Draycott – no objections.

PART II – CONFIDENTIAL INFORMATION – EXEMPT MATTERS –

27/18 Appointments Committee – RESOLVED to approve the RECOMMENDATIONS from the Appointments Committee;

i) Timetable for Appointment

ii) Arrangements necessary for the current Clerk and Responsible Financial Officer

iii) New Clerk and Responsible Financial Officer;

  • Job Description, Job specification and application form.
  • Hours of employment – 18 hours a week with 16 hours per week in the Parish Rooms. Other hours to cover attendance at out of hour’s meetings and training etc.
  • Salary scale/contract – SPINAL COLUMN POINTS 35-38 pro rata for 18 hours a week. The NALC/SLCC model contract is used as a base.
  • Pension – should the applicant wish to ‘opt-in’ to a pension scheme the Local Government Pension Scheme be offered.
  • Qualifications – that post holder should be Cilca qualified or if not be willing to achieve the Cilca qualification for Local Council Clerks within 18 months of appointment.
  • Advert content and where to advertise. To be advertised through the Derbyshire Association of Local Councils (who are also asked to forward it to the Notts and Leics Associations), and on the Parish Council web-site and notice boards.
  • ‘Hand over’ period – there should be one – period to be decided following appointment of Clerk/RFO.
