MINUTES OF THE MEETING HELD IN THE PARISH ROOMS ELVASTON STREET, DRAYCOTT ON TUESDAY 12 SEPTEMBER 2017 AT 7.30PM

92/17. Apologies- none

 

93/17 Co-option of Parish Councillor – the Chairman explained that an interview of applicants had preceded this meeting and the RECOMMENDATION from the Councillors present at the interviews was that Tim Scott be co-opted as a Councillor for Draycott and Church Wilne Parish Council. RESOLVED that Tim Scott be co-opted. Councillor Scott signed the Declaration of Acceptance of Office.

 

94/17. Variation of Order of Business – the Chairman explained that standing orders would be suspended for Minute 101/17a) (Sawley Road – speeding issues – to allow everyone present to take part in discussions).

 

95/17. Declaration of Members Interests – Councillor Gelsthorpe declared an interest in Planning application ERE/0817/0056 as he is a friend of one of the applicants’ parents. He took no part in the discussions or voting on this application.

 

96/17. Dispensations – none.

 

97/17. Public Speaking –

Derbyshire Constabulary – PCSO Pykett had provided a written report detailing 10 crimes.

Derbyshire County Council – Cllr Parkinson had produced a written report.

Erewash Borough Council – Cllr Clare reported on Borough activities.

Scouts Executive – Councillor Rogerson reported on the latest meeting

 

98/17.Minutes – RESOLVED to confirm as a correct record the Minutes of the meetings held on the 11 July 2017 and 12 September 2017.

 

99/17 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – none

 

100/17 Chairman’s Announcements. – Councillor Clare congratulated the Village Fund on the success of the Scarecrow Festival. It was agreed that the Clerk should pass on these congratulations to the DVF.

 

101/17. Report of the Parish Clerk –

a) Sawley Road – speeding issues – the response from DCC to the concerns raised at the last meeting were discussed together with information from Sawley Parish Council. County Councillor Hickton offered to liaise with Members and Officers of Derbyshire County Council on behalf of the Parish Council in respect of the following issues concerning Sawley Road, Draycott; i) speeding, ii)  the lack of a footpath, iii)  the lack of signage to indicate a bridleway off Sawley Road, iv)  drink driving on Sawley Road and report back. He was thanked for his attendance.

b) Play scheme – RESOLVED i) to note the report on the play scheme held over the school summer holidays and ii) to meet the costs of a play scheme for summer 2018 (up to a maximum of £1500).

c) Insurance Review – RESOLVED that the proposed sums insured are adequate.

d) Derbyshire Constabulary – RESOLVED to ask PCSO Pykett to also provide information on ASB with effect from October 2017. 

e) CPRE – Subscription – £36 – RESOLVED to continue the subscription.

f) Royal British Legion Derbyshire ‘Lamp Post Poppy’ campaignRESOLVE not to support the campaign.

g) Erewash Community Transport AGM – 14 September 2017 – RESOLVED to note that Councillor Timberley will be attending the meeting on behalf of the Parish Council.

h) Councillors non-attendance at Parish Council meetings– RESOLVED; i) to note the procedure for sending apologies for meetings. ii) not to include the reason for absence in the minutes. iii)  not to publish details of attendance at Parish Council meeting separately on the Parish Council web-site.

i) St Chad’s Water LNR – RESOLVED to make an Awards for All application for works to the paths and the creation of wildflower meadows.

c) Annual Return – 31/3/2017- RESOLVED to note that the External Auditor commented that on the basis of their review of the annual return, in their opinion the information in the annual return is in accordance with proper practices and no matters have come to attention giving cause for concern that relevant legislation and regulatory requirements have not been met.

The Clerk was congratulated on a successful audit.
